ATTENTION BIOCIDAL COMPANIES As is known, in Annex V of the Biocidal Products Regulation, Product Type-1 human hygiene products are defined as “Biocidal products in this group are used for human hygiene; their primary purpose is the disinfection of the skin and scalp, and they are applied to or come into contact with human skin and scalp.” The relevant definitions in Regulation 528/2012 on Biocidal Products are also stated in this manner. Additionally, in the guide "Biocidal Products Regulation Guide: Part 2 Efficacy – Section B+C: Measurement and Evaluation," the following statements are explicitly mentioned for Product Type-1 (PT-1) biocidal products: “Products intended for the disinfection of damaged skin (e.g., wound disinfection) or for the disinfection of undamaged skin prior to a patient's medical treatment (e.g., pre-operative skin disinfection and pre-injection disinfection) and products with medical use claims are always classified as human medicinal products (fall under Directive 2001/83/EC on human medicinal products). PT-1 biocidal products mainly consist of hand sanitizers, which may also include wrist and forearm disinfection. When applying for a license for a PT-1 biocidal product, a detailed explanation of the intended use must be provided to prevent the licensing of human medicinal products or cosmetic or medical uses as biocidal products (e.g., the statement "skin disinfection" is insufficient).” Within this scope, with the approval of our Institution's Presidential Authority dated 07.06.2024 and numbered E-24931227-512.99-18893; For products intended to include statements such as "around the wound" and/or "preparing the surgical site before surgery, disinfecting/antisepsis of the area to be treated before injection/lumbar puncture" on their labels, an application for licensing as a human medicinal product must be made. For products already licensed under Product Type-1 but containing medical use statements on their labels, if it is desired that these products continue to be marketed as biocidal products, these statements must be removed from the labels, and a label registration application must be submitted. In this context, biocidal products for which an application for a human medicinal product license is submitted by 01.01.2027 and reported to the Cosmetic Products Department, or those wishing to remain on the market as biocidal products and for which the relevant medical claims have been removed from the label and a label registration application submitted, will be allowed to remain on the market in their current form until the expiration date. It is emphasized that the licenses of biocidal products that do not remove the relevant statements from their labels and submit a label registration application or apply for a human medicinal product license by 01.01.2027 will be canceled. As a result, non-compliant products (those violating technical regulations and posing risks) were identified, and administrative sanctions (administrative fines, recalls, and disposal processes) were applied to these products. The 2024 biocidal product inspections were planned to identify non-compliant (violating technical regulations and risky) products through risk analysis. As a result of effective inspections, 11 products were found to violate technical regulations, and 5 products were identified as posing risks. The 2024 cosmetic inspections were planned with a focus on identifying non-compliant (violating technical regulations, risky) products in the market through risk analysis. As a result of effective inspections, 92% of the inspected products (263 out of 287) were found to be non-compliant, achieving the intended outcome. Administrative sanctions (administrative fines, corrective actions, recalls, and disposal processes) were imposed on these products. The 2023 cosmetic inspections were planned with a focus on identifying non-compliant (violating technical regulations, unsafe/risky) products in the market through risk analysis. Serdar MUTAF Serdar Mutaf, 1983 yılında Erzurum'da dünyaya gelmiştir. Elektrik ve Elektronik Mühendisliği alanında Yeditepe Üniversitesi'nden mezun olmuş ve eğitimini tamamladıktan sonra, sektörde 28 yılını tamamlayan aile şirketi Fulser Kozmetik'te ikinci kuşak temsilcisi olarak çalışmaya başlamıştır. 15 yıllık süregelen profesyonel kariyerine şirkette Genel Müdür Yardımcısı pozisyonunda devam etmektedir. Serdar Mutaf, 2019 yılında katıldığı Kozmetik Üreticileri ve Araştırmacıları Derneği (KÜAD) yönetimine, 2023 yılı sonunda yapılan genel kurul neticesinde Yönetim Kurulu Başkan Yardımcısı olarak seçilmiş ve aynı zamanda KÜAD İktisadi İşletmesi'nin Genel Müdürlüğü görevini yürütmektedir. Serdar MUTAF Serdar Mutaf was born in Erzurum in 1983. He graduated from Yeditepe University with a degree in Electrical and Electronics Engineering and, upon completing his education, he started working as the second-generation representative in his family's company, Fulser Cosmetics, which has completed 28 years in the industry. He continues his 15-year professional career as the Vice General Manager at the company. Levent KAHRIMAN 7 Çocuklu güzel bir anne babanın 5. Çocuğu olarak 1979 yılında Kars’ta doğdum. İlk çocukluğum Kars’ın bir dağ köyünde doğa ile iç içe geçti. 92 yılında taşındığımız günden beri, ne kadar ara ara ayrılsamda çok sevdiğim İzmir de yaşamımı sürdürüyorum. 1996 yılında çok isteyerek tercih ettiğim ve Balıkesir Üniversitesi Fen Edebiyat Fakültesi Kimya Bölümüne girmem ile başlayan kimyagerlik yolculuğum 2007 Yılına kadar kozmetik ve deterjan sektöründe çalışarak devam etti. 2007 Yılında hep hayelim olan kendi işimi kurma düşüncem, Laber Kimya’yı kurarak hayat buldu. Laber Kimya, başlangıçtan bugüne kozmetik konusunda arge çalışmaları ve yenilik eksenli kozmetik ürünler üreten bir firmadır. Kendi markalarımız olan İva Natura, Zi Natural ve Creamol markaları ile bir çok inovatif ürün geliştirirken, bugüne kadar dörtyüz üzerinde markaya private label (fason) olarak özenle geliştirdiğimiz dörtbin üzerinde formülle üretim yapma şansı bulduk. Bugünde halen bu süreçlerimiz devam ediyor. İçeriği tarafımdan oluşturulan “kozmetik üretimi ve girişimcilik” konulu eğitim programı ile, 2006 yılından itibaren yüzlerce kozmetik sektörü adayı ile üniversiteler ve diğer platformlarda buluşma fırsatım oldu. Devam eden yıllardan bugüne, kimya, girişimcilik, kozmetik eksenli onlarca panel, kongre, tv ve radyo programın da bulunma şansım oldu. Ayrıca kozmetik konusunda ülkemizde kongreler serisi başlatıp, yıllarca ulusal ve sonrasında uluslararası gerçekleşmelerinde çalışmalar yaptım. Hali hazırda uluslararası olarak, “Kozmetik Üretici ve Araştırmacıları Derneği” çatısı altında kozmetik kongresinin faaliyetlerine katkı sağlamaktayım. 2013 yılında, sonradan akredite bir kozmetik test laboratuvarına dönüşecek olan Türkçe ,ilk ve tek kozmetik veri tabanı olan Cosming.com çalışmasını başlattım. 2015 Yılında Cosming Laboratuvarı kurdum. 17025 TÜRKAK akreditasyonu olan Cosming Laboratuvar kozmetik sektörüne, veri üretmek yanı sıra, ihtiyaç duyulan bir çok analizi kendi bünyesinde gerçekleştirmektir. Cosming Laboratuvar ayrıca ülkemize Türkçe bir çok kaynak kazandırmıştır. Kozmetik Ürünlerin Analizi, Kozmetik Mikrobiyoloji, Kozmetik Ürünlerde Güvenlilik Değerlendirmesi adlı çeviri kitapları yayın olarak dilimize kazandırmıştır. Kozmetik Üreticisinin El Kitabını ve yazarlarından da olduğum Kozmetik Sektör Tarihi adlı kitabı kendi yayını olarak sektöre ülkemiz araştırmacılarına sunmuştur. Cosmilife adlı süreli yayın ile de bir süre sektörün nabzını tutmuştur. 2015 Yılında Kurduğum Laber Organik Kozmetik A.Ş. ile birlikte organik tarım faaliyetlerine ve bitki özü elde etme süreçlerine başladım. Türkiye’de yetişen bitkiler ile geliştirdiğimiz organik ve vegan sertifikalı İva Natura markalı ürünlerimiz ile ihracata başladık. Anadolu bitkilerinin farkındalığını ortaya çıkarmak adına, “İva Natura Kozmetik Kısa Film” yarısmasını 2017 yılında hayata geçirerek kozmetik sektörünün güzelliğini sanatın estetiği ile buluşturma fırsatı yakaladım. Hali hazırda geleneksel hale gelen kısa film yarışmasında ülkemiz bitkilerini ve güzelliği anlatan filmler değerli jurinin huzurunda yarışıyorlar. Bu yıl dördüncüsü gerçekleşecek yarışma alanında ki tek etkinliktir. Uzun süredir kimya sektöründe çalışan bir kimyager olmama rağmeni, kendimi daha çok bir girişimci olarak tnımlıyorum. Ve tabi inovasyona inanan bir girişimci olduğumu düşünüyorum. Belki de bundan kaynaklı yüksek lisansımı 2015 yılında başladığım “Girişimcilik ve İnovasyon Yönetimi” alanında yaptım. Hali hazırda ülkemizde en kapsamlı organik ve doğal kozmetik üretimi yapan firmalardan olan Laber Kimya’nın genel müdürü olarak görev yapıyorum. İzmir Torbalı da Laber Kimya’ın, bitki bahçeleri ve şiir duvarları gölgesinde çalışırken, kurucu başkanı olduğum Kozmetik Üretici ve Araştırmacıları Derneği yönetim kurulu başkanlığını yapmaktayım. Kitap okumayı ve müzik dinlemeyi çok seviyorum. Öykü okumak en büyük keyiflerimden. Amatör olarak uzun süre öykü yazmayı da denedim. Ciddi bir amotörlük ile bağlama çalmaya çalışıyorum. Bu konuda çok yetenekli olmasamda etnik müzikleri sevmemde çok payı var. Doğa ve öteki kültürleri tanıma isteğim çocukluktan beri hiç değişmedi. Bunun sonuçlarından biri olan masallara olan ilgim,”Masal Fabrika’da” projemizi hayata geçirmemize olanak sağladı. Hepsinin toplamı da sanırım “etnokozmetik” fikrinin doğmasına katkı sağladı. Bu sene açılışını yapacağımız “Kozmetik Tarihi Müzesi” ve “Etno Kozmetik Araştırmalar Vakfı” ile bu çalışmalarımızı derinleştirmeye devam ediyoruz. Evli ve üç güzel erkek çocuk sahibiyim. Aynı zamanda meslektaşım ve iş arkadaşım olan eşim ve üç güzel oğlum ile hayaller kurarak İzmir de yaşamıma devam ediyorum. Levent KAHRIMAN I was born in Kars in 1979 as the fifth child in a beautiful family with seven children. My early childhood was spent immersed in nature in a mountain village in Kars. Since our move in 1992, I have continued to live in my beloved Izmir, despite occasional separations. My journey as a chemist began with my entry into the Chemistry Department of Balıkesir University’s Faculty of Science and Literature in 1996, a choice I made with great enthusiasm. This journey continued in the cosmetics and detergent sectors until 2007. In that year, my long-held dream of starting my own business was realized with the establishment of Laber Kimya. Laber Kimya is a company that has been producing innovative cosmetic products and conducting R&D studies in cosmetics from its inception to the present. With our brands, İva Natura, Zi Natural, and Creamol, we have developed many innovative products and produced over four thousand formulas for more than four hundred brands as private labels. These processes continue to this day. Since 2006, I have had the opportunity to meet hundreds of candidates in the cosmetics sector through the “Cosmetic Production and Entrepreneurship” training program I created. Over the years, I have participated in numerous panels, conferences, and TV and radio programs focused on chemistry, entrepreneurship, and cosmetics. Additionally, I initiated a series of conferences on cosmetics in our country and have worked in both national and international events. Currently, I contribute to the activities of the cosmetic congress under the umbrella of the “Cosmetic Manufacturers and Researchers Association” internationally. In 2013, I began working on Cosming.com, the first and only Turkish cosmetic database, which later became an accredited cosmetic test laboratory. In 2015, I established Cosming Laboratory. With TÜRKAK accreditation 17025, Cosming Laboratory not only produces data for the cosmetics sector but also performs many necessary analyses in-house. Cosming Laboratory has also contributed to the Turkish language resources of our country. It has published translation books such as Analysis of Cosmetic Products, Cosmetic Microbiology, and Safety Assessment of Cosmetic Products. It has presented the Cosmetic Manufacturer’s Handbook and the History of the Cosmetic Sector book, which I co-authored, to the sector and researchers in our country. It also maintains a pulse on the sector with the Cosmilife periodical. With the establishment of Laber Organic Cosmetics Inc. in 2015, I began engaging in organic farming activities and the processes of obtaining plant extracts. We started exporting our organic and vegan-certified İva Natura branded products, developed with plants grown in Turkey. To raise awareness of Anatolian plants, I launched the “İva Natura Cosmetic Short Film” competition in 2017, creating an opportunity to merge the beauty of the cosmetics sector with the aesthetics of art. Currently, films showcasing our country’s plants and beauty compete in this traditional short film competition before a distinguished jury. This year’s competition, the fourth of its kind, is the only event of its kind. Although I have worked as a chemist in the industry for a long time, I consider myself more of an entrepreneur. I believe I am an entrepreneur who values innovation. Perhaps because of this, I pursued a master’s degree in “Entrepreneurship and Innovation Management” in 2015. I am currently serving as the General Manager of Laber Kimya, one of the most comprehensive organic and natural cosmetic production companies in our country. While working in the shade of plant gardens and poetry walls at Laber Kimya in Torbalı, Izmir, I also hold the position of Chairman of the Board of the Cosmetic Manufacturers and Researchers Association, of which I am the founding president. I love reading books and listening to music. Reading short stories is one of my greatest pleasures. I also tried writing short stories as an amateur for a long time. I play the bağlama with a serious amateur approach. Although I am not very skilled, my love for ethnic music plays a significant role. My desire to explore nature and other cultures has remained unchanged since childhood. As a result, my interest in fairy tales led to the realization of our “Masal Fabrika” project. Together, all of these interests have likely contributed to the emergence of the “ethnocosmetic” idea. We continue to deepen these efforts with the opening of the “Cosmetic History Museum” and the “Ethno Cosmetic Research Foundation” this year. I am married and have three wonderful sons. I continue to live in Izmir, dreaming alongside my spouse, who is also my colleague and business partner, and my three beautiful sons.

Hale YEDİER Ekokimya AŞ Kurucu Ortak ve YK Başkanı Hale Yedier Koç Üniversitesi İşletme Bölümünden 1998 yılında mezun oldu. Muhasebe, finans, satış, pazarlama ve proje yönetimi gibi çeşitli alanlarda sektör ve iş tecrübesini geliştirdikten sonra 2009 Ocak ayında Ekokimya Aş'yi kurararak deterjan ve kozmetik sektörüne doğal ve organik sertifikalı üretim yapmak üzere giriş yaptı. Ekibiyle birlikte Tübitak projeleri ile inovatif ve yenilikçi ürünler geliştirdi. 2015 yılından itibaren Küad YK kurulu bünyesinde farklı görev ve projelerde yer aldı. Akıcı bir şekilde İngilizce ve orta seviyede Almanca bilgisine sahiptir. 2 çocuk annesi olarak Ekokimya firmasında YK Başkanlığı görevine halen devam etmektedir. Hale YEDIER Hale Yedier graduated from Koç University's Business Administration Department in 1998. After developing industry and work experience in various areas such as accounting, finance, sales, marketing, and project management, she founded Ekokimya Inc. in January 2009 to enter the detergent and cosmetics industry with the aim of producing natural and organic certified products. Together with her team, she developed innovative products through TÜBİTAK (Scientific and Technological Research Council of Turkey) projects. Since 2015, she has been involved in various roles and projects within the board of KUAD. She is fluent in English and has intermediate knowledge of German. Fuat ARSLAN EĞİTİM 1975 Ankara da doğdum aslen Sivaslıyım, ilk orta, lise eğitimimi Ankara da tamamladım. 1993 yılında Ankara Üniversitesi Fen Fakültesi Kimya bölümünü kazandım. 1997 yılında üniversiteden yüksek dereceyle Kimyager olarak mezun oldum. Kimya, Gıda, İlaç ve kozmetik alanında birçok sertifikasyon eğitimlerine katıldım. Kongreler, Fuarlar vb farklı etkinliklerde ve Kozmetoloji, İlaç, Kimya sektörü ile ilgili birçok farklı eğitimlerde, seminerlerde yer aldım. İŞ HAYATI Üniversiteden sonra plastik firmasında 1 yıl Üretim biriminde çalıştıktan sonra askerliği asteğmen olarak yaptım. Askerden sonra sırasıyla Yenişehir Laboratuvarı ilaç üretiminde üretim ve kalite kontrol birimlerinde, sonra Evtem temizlik ürünlerinde üretim sorumlusu olarak çalıştım. Evtem firmasından sonrası Melisa kozmetik firmasında üretim müdürü olarak çalışmaya başladım. 2002 yılında evlendim ve iki erkek çocuğumuz dünyaya geldi. İlk firmamı 3 kişilik bir ortaklık yapısıyla temizlik ürünleri üzerine kurduk. 3 yıl temizlik ürünleri alanında kendi formülasyonlarımızı ve markalarımızı üretmeye devam ettik. Kendi firmamız olan AKS KOZMETİK firmasını 2006 yılında kurdum. Kozmetik sektöründe üretim yapan bir firma olarak Ostim organize sanayi bölgesinde üretime başladık. Sonraki yıllarda medikal ve hijyen ürünleri de üretmeye başladık. Öncelikle ağırlıklı olarak Private Label imalatlar üzerinden ilerledik. Kendi marka yatırımımızı 2009 yılında Mineaderm markası ile yaptık. Ardından diğer markamız olan Etesia markasını 2011 yılında üretmeye başladık. Uzun yıllar 100’den fazla farklı markalara hem proje anlamında hem de tüm üretim süreçlerinde destek verdik. Türkiye’nin güçlü ve lider markalarının doğuşunda, formüle edilmesinde ve üretilmesinde önemli projeler ürettik. Birçok sosyal sorumluluk projesinde yer alarak çevreye ve ülkemize karşı olan sorumluluklarımızı yerine getirmeye çalışıyoruz. Kendi Markalarımızla 14 farklı ülkeye ayrıca PL marklarımızla da 50’den fazla ülkeye ihracat yaparak dünyanın birçok ülkesine, tesisimizde üretilen inovatif kozmetik ve medikal ürünlerimizi ihraç ediyoruz. Kozmetik Üretici ve Araştırmacıları Derneği (KÜAD) nin kuruluşunda, gelişmesinde ve büyümesinde aktif rol aldım. İlk kurulduğun yıldan itibaren öncelikle YK üyesi olarak, sonra birçok komisyonda aktif görev aldım. Türkiye’nin sektörel en büyük organizasyonu olan Uluslararası Kozmetik Kongresinin 5 yıldır Kongre başkanlığı ve kongre düzenleme kurulu başkanlığını yürütüyorum. KUAD Teknik Komisyon başkanı olarak yine 5 yıldır, komisyon üyelerimizle birlikte KUAD Akademi eğitimleri, COSMİLİFE sektör dergisini, Kozmetik kongresini, KUAD ofis ve kamu faaliyetlerini, KUAD bilim kurulu faaliyetleri ve ulusal, uluslararası birçok projeyi yürütüyorum. Fuat ARSLAN EDUCATION I was born in Ankara in 1975 and am originally from Sivas. I completed my primary, secondary, and high school education in Ankara. In 1993, I was admitted to the Chemistry Department of Ankara University Faculty of Science. I graduated with honors in 1997 as a Chemist. I have participated in numerous certification trainings in Chemistry, Food, Pharmaceuticals, and Cosmetics. I have also been involved in various congresses, fairs, and seminars related to the fields of cosmetology, pharmaceuticals, and chemistry. PROFESSIONAL EXPERIENCE After graduating from university, I worked for a year in the production department of a plastics company before serving as a second lieutenant in the military. Following my military service, I worked in production and quality control at Yenişehir Laboratory in the pharmaceutical industry, then as a production manager at Evtem cleaning products. I later joined Melisa Cosmetics as a production manager. In 2002, I got married, and we have two sons. I established my first company in the cleaning products sector with a partnership of three people. For three years, we continued to produce our own formulations and brands in the cleaning products field. In 2006, I founded AKS COSMETICS. We began production in the Ostim Organized Industrial Zone as a company producing cosmetics. In the following years, we expanded into medical and hygiene products. Initially, we focused primarily on private label manufacturing. We made our first brand investment in 2009 with the Mineaderm brand, followed by the Etesia brand, which we started producing in 2011. For many years, we supported over 100 different brands in both project and production processes. We have played a significant role in the development, formulation, and production of Turkey’s leading and powerful brands. We continue to produce innovative cosmetic and medical projects with our strong brands at our new factory in the Ankara-Saray Organized Industrial Zone, which holds certifications such as GMP, 13485 Medical Device Certification, and Sedex. We strive to fulfill our responsibilities to the environment and our country through various social responsibility projects. With our own brands, we export to 14 different countries and, with our private label brands, to more than 50 countries, exporting innovative cosmetic and medical products produced at our facility to many parts of the world. I have played an active role in the establishment, development, and growth of the Cosmetics Manufacturers and Researchers Association (KÜAD). Since its founding year, I have been a member of the Board of Directors and have actively participated in many committees. For the past five years, I have served as the Congress President and the Chair of the Congress Organization Committee for the International Cosmetics Congress, the largest sectoral organization in Turkey. As the Chairman of the KÜAD Technical Committee for the past five years, I have been managing KÜAD Academy trainings, the COSMİLİFE sector magazine, the Cosmetics Congress, KÜAD office and public activities, KÜAD scientific committee activities, and many national and international projects with our committee members.
